On the early arriving guests, I think there are so many variables to my answer.
If the party or event is in my home, as it is in the bonus question, I try to be ready one full hour before the communicated start time. Living in a southern state (well, southern in my opinion), I know people are going to arrive 15-30 minutes early; it just happens. If I know I’ve got travelers coming in - those with hour plus drive times - I certainly try to be ready that full hour early.
If the gathering is in a public space or rented venue, I would try to have things ready about 15 minutes early. I would hope my guests understand that a venue is not as forthcoming with set up time as we get when in our hones, and thereby not show up too early.
Past those generalities, I think the type of event also matters. A children’s birthday party is a trickier timing than an adult-only wedding shower or a come-and-go retirement party. I always try to give extra deference to parents as I’ve learned the schedule doesn’t always match the clock, especially in a multi kiddo household.
For me, I do try to follow the general guidance Lizzie & Dan provided -- be on time. I have gone on many a driving tour of a new town because traffic was lite, and I arrived more than 30 minutes early. I’ve also texted a host to say I can pick anything up, if needed, as I have a few extra minutes in my schedule. (And, Lizzie, I’m almost always asked if I can bring ice!)
I’ll be so curious to see what others have to say. Happy party planning/going, to all!
